Although the filibuster did not emerge from debates over slavery or segregation, this parliamentary tactic has been closely affiliated with opposition to civil rights for more than a century—from anti-lynching legislation in the early 1900s to civil rights legislation in the 1960s to the For the People Act, the John Lewis Voting Rights Act, and the Equality Act in 2021.
Let’s be clear. Republicans are not negotiating on voting rights or infrastructure or any other issue in good faith. Their goal today, as it was during President Obama’s tenure, is to obstruct the entire Democratic agenda.
